A lot of players cant use sound in game, so when be attacked not understand good because message is very small and only sound can help, can someone make a BIG RED BLINKING TEXT when alert attack

it is Age of Empires IV not aoc 4 ( why people call it aoc ? aoe is core)

I think you do not understand the full situation here. Gallas, who is the main voluntary contributor when making player requested mods, has said this most likely cannot be done via modding. The reason why is that he mentioned the chat boxes have defined heigth and width. Meaning, he can change the Font Family and Font Heigth in the boundaries of these resolutions, but not go above it, otherwise the text gets cut off.
You can see the example here, how text gets cut off:
Moreover, the message "You are being attacked by an enemy/wild animals" message is displayed in a chatbox together with other messages. This means attempting to change that specific text to be red and with bigger font is more difficult you can image, as it already exceeds the capabilities of modding. As you would have to create a new chatbox that displays in red big font and only the being attacked message.
All that being said, Voobly does not actively reverse engineer the game, other people do that. A lot of credit what you think goes to Voobly goes rightfully to various people not associated to Voobly Staff what-so-ever. In your eyes, Voobly maybe this godly software and with godly developers, but this is not the case. A lot of the improvements to the game itself are done by different individuals who simply have decided to play on Voobly or work on the AoC version of the game.
In conclusion, your best chance to get this kind of update is to get the attention of the UserPatch team who are currently working on improving different aspects of the game.

Best of luck, as I do not think even them find this as a high priority update that they would do in recent future, but who knows, maybe they like it and you have a chance to already play with such feature by October.
